On January 28th, 1920 in a very difficult situation for Albania, in Lushnja, gathered 50 representatives from all regions of the country in the assembly that was called the Congress of Lushnja. Congress overturned the Provisional Government of Durres and commissioned Sulejman Delvina to form the new government, elected the High Council of Regency composed by Aqif Pashë Elbasani, Mihal Tërtulli, Luigj Bumçi and Abdi Bej Toptani . The collegial body of four, who performed the functions of the head of state, decided for the continuation of the monarchical regime.
