In the conditions of the First World War, on August 23, 1914, the last soldiers of international forces left Shkodra. The administration of the city passed to the Albanian Government. To this end, a commission was formed, under the Presidency of Fez Bey Gjirokastra, commanded in Shkodra by the Government of Durres.
