On October 25th, 1880, the sultan replaced the of Shkodra, Riza Pasha with the marshal Dervish Pasha who was known as the strong hand of the Ottoman Empire. On top of 21 battalions, he was clothed with extraordinary powers, to break the resistance of the Albanians, who opposed the issuance of Ulcinj and other Albanian lands.
