On April 18th, 1880, the ambassadors of the Great Powers in the capital of the Ottoman Empire, signed the so-called “Istanbul Protocol”, according to which the Albanian lands Hoti and Gruda, were given to Montenegro. The Albanians, determined not to leave their lands, were gathered in Shkodra and appointed the “interregional committee” for the protection of Hoti and Gruda with weapons.
