Under the risk of fragmentation and occupation of Albania, Turhan Pasha, on March 7th, 1919, sent to the Paris Conference, a note on whereby, he urged the United States to invade and administered for a year or two the provinces of Albania, who had remained outside the 1913 borders, where should be organized a plebiscite for determining their fate. But the offer for a US protectorate was rejected by Washington.
