On March 15th, 1925 the President of Republic Ahmet Zogu, decreed the Law on the memorandum signed by the Minister of Finance Mufit Libohova and Italian representative Mario Alberti for the establishment of the National Bank of Albania joint venture, where the Italian financial group had the control package.
