In the Official Journal dated on March 12th, 1938 was published “The law on foreign trade”. It forbade the import of goods from countries with “abnormal trade balance”. The law considered normal trade balance, when The Albanian exports in that country was not lower than 70% of exports of goods of that country in Albania. The law regulates the control of the type of goods imported the licenses for the importation of goods from private entities.
