The Peruvian diplomat Javier Perez de Cuellar, was elected on February 27th 1979, as the vice General Secretary of the United Nations and three years later its secretary general. In the troubled year of 1990s, he made an official and friendly visit in our country giving serious support to the liberalizing and democratization processes that have originated in Albania.
