On October 5th, 1930, in Helen Capital with the participation of Albania, Bulgaria, Rumania, Yugoslavia, Greece and Turkey was gathered The First Balkan Conference, where was decided the annual meeting of Foreign Ministries; the preparation of the Balkan Pact and the establishment of a permanent organ of cooperation.
