On March 4th, 1930, under the pressure of Rome, the government of Koço Kota was replaced by the government of Pandeli Evangjeli, where Minister of Foreign Affairs was Rauf Fico, Minister of Justice was Vasil Avrami, Minister of Internal Affairs was Musa Juka, Minister of Finance Kol Thaci, Minister of National Economy Mehdi Frashëri, World Affairs Minister Izet Dibra, general Secretary of the Prime Minister Teki Selenica and National Defence Commander Xhemal Aranitasi.
