Muhtar Pasha
On December 4th, 1879 Marshall Muhtar Pasha, sent from Istanbul to hand over Plava and Gucia, ordered Turkish forces to draw away. But the Albanian volunteers threatened him with war, and he having no faith neither at 7 battalions that command, was forced to withdraw.
