The Congress of Durrës
The Congress of Durrës, on December 27th, 1918, established the designate of the elders or the senate as a counselling body which in fact was quite formal, because never gathered. The senate was to replace the National Council, whose creation constituted the main issue to Congress. But the representatives of landowners, who aimed to seize power, did not want anybody that may impede their goals.
