Rasih Dino
Ismail Qemali as Prime Minister of the country, on December 23rd , 1912 ,through the cablegram, which was the only connection of Vlora with the outside world, appointed the first Albanian delegation at the Ambassadors Conference in London, headed by Rasih Dino. The cablegram was first correspondence, that the Albanian diplomacy issue and the first diplomatic exercise of Albanian state.
