On April 2nd, 1939, Benito Mussolini presented to the king Zog I, a project by which was required that the Italian troops, should disembark in 4 major ports of the Albania and controlled the strategic roods, airfields and the strategic border points, that in Albania will be placed the Italian colonies with the rights of Albanian citizens, to accomplish the customs union, and the generals secretary of ministries should be Italian. As a counterproposal King Zogu, requested the conclusion of a military convention that practically provided the occupation of the country. The Dissatisfied, the fascist rulers of Rome, presented to the Albanian Government the ultimatum, which provided the aggression of April 7th.
