The “Fundamentals of the High Council Regulations” or the “Statute of Lushnja” represents the first constitution of the Albanian State, approved on January 31st, 1920, by a national representative as it was the Congress of Lushnja. While maintaining the form of monarchic regime, “the Statute of Lushnja”, in function of the Head of State appointed “the Council of Regency”, which was a collegial organ of 4 people.
