After the death of Mehmet Pasha Bushatlli, the Sublime Porte sent as ruler in Shkodra, Mehmet Pasha Kystendilin. As writes in a letter of November 10th, 1775, the Venetian vice-consul there, the Pashallek disobeyed and didn’t underwent to him and in charge came the second son of Mehmet Karamahmut Bushatlliu, the most powerful ruler of Pashallek.
