The people of Dibra in “the appeal” of October 15th,1913, required to the Great Powers and the civilized peoples of Europe, to help for the province’s union with Albania, to escape from bondage of Serb occupiers. “Thousands of innocent escape cross the mountains and rocks, they are at risk of death by the cold and hunger.
