Under the direction of Abdyl Frashëri, on May 3rd 1877, was established the Ioannina Committee, Albanian National Organ to cope with the negative consequences of the Eastern Crisis for our country. The committee presented a memorandum to the Istanbul government, requesting the unification of all provinces inhabited by Albanian in a single vilayet in an administration with Albanian employees, with schools and courts in Albanian. Also, this committee raised the need for an armed uprising to create an independent Albanian state.
