The Albanian pedagogue and personality Kahreman Ylli, was born in Leshnjë, Skrapar, on April 22nd, 1917. After the first lessons in Çorovoda, he followed the Normal School in Elbasan and the University of Lyon. He was one of the founders of the student society “Vëllazëria” and the newspaper “Populli “. During the National Liberation War, he was elected and was appointed to several important posts, after the liberation he was elected deputy of the National Assembly and in 1945 was appointed Minister Plenipotentiary of Albania in Paris. During the diplomatic service he has represented the country in many international activities, as in the International Commission of War Damages in Brussels in The Hague Tribunal for incident of Corfu, in the United Nations meetings in New York, etc. After 1949, he directed the department of Education; in 1961, he was appointed rector of the University of Tirana.
