After the cease-fire of Turkey with the Balkan allies, on April 16th, 1913, Esat Toptani decided to release Shkodra in order to win the support of Montenegro and its allies to become the ruler of Albania. For this purpose, he signed the capitulation agreement and handed the ancient city to Montenegrin forces.
