On March 6th, 1920 in Shkodra, after the Congress of Lushnja, was gathered the Commission of the City and leaders of Mountain, who made a covenant for the protection of the country. In section 3 of this Act was stated that “was made a covenant to protect the country against the enemy after the decision given in the National Meeting of Lushnja”. The document holds the signatures of 72 members of the Commission.
