On September 8th, the second Balkan Assembly of Kuci was convened, with representatives of Montenegro, Bosnia, Serbia, Bulgaria, Macedonia and Dalmatia attended, besides the Albanian leaders. As a rally of the anti-Ottoman rebellious movements of Balkan peoples, he sought to co-ordinate the liberation struggle of the oppressed peoples of the peninsula, with the combat actions of the coalition of European states.
