Regarding the tense international situation, on August 8, 1914, the International Commission of Control announced the decision to remove international forces from Albania. Only Italian forces remained in the country. Utilizing the established situation, Italian diplomatic representative Baron Alioti asked the Albanian government for forestry concessions, telegraphic interconnection and fishing. Later developments hindered the fulfillment of its demands in favor of Italian firms.
