The Albanian Committee of Istanbul, on April 5th, 1897, published in the newspaper “La Nacione Albanese” in Katanzaro of Italy, the memorandum addressed to the public opinion, where was required the union of four Albanian vilayets and the creation of an autonomous Albanian state.
