On February 4th, 1937, at the press of the time were published articles on the creation near of the Ministry of Education, of the Special Commission for the Control of Publications. According to the Law on the Press, were banned all publications and the importation, reading and the carriage of the brochures, books and magazines in Albanian language and foreign, that were considerate “harmful”. The Commission created assess any publication, translation or importation of works to “separate sheet that hit the national feelings” and inhibit the development and consolidation of national unity or judged as against good morals and customs, or against the state regime in Albania”. The offenders were punished with imprisonment up to one year and fines of up to 2,000 gold francs; an amount extraordinarily large for the time.
