In Rome, on June 3, 1939, was published “The Founding Statute of the Albanian Kingdom”. The Statute had 54 articles and held the signature of Victor Emmanuel III of Albanian Prime Minister Shefqet Verlaci and members of his cabinet, Tefik Mborja, Xhafer Ypi. Maliq Bushati, Fejzi Alizoti, Ernest Koliqi and Anton Beca.
