At the plenary meeting of the League of Prizren, which was held on November 27th, 1878, was approved a memorandum, that treated the issue of autonomy of Albania, which was sent to Istanbul. They request that all Albanian regions to be joined in a vilayet, that the employees of the Vilayet, knew Albanian and the schools of vilayet must be taught the Albanian language, that should be created a general council, which would draft useful laws for the country and that a portion of the proceeds to be used for public works in the country.
