After the declarations that made the Secretary of the United States and the Minister of Foreign Affairs of Great Britain, for the recognition of anti-fascist struggle of the Albanian people and the independence of Albania, on December 22nd, 1942, such a declaration made too the Commissar for Jobs Affairs of the USSR. These declarations were made after the consultations performed by three major powers, allies of the great anti-fascist coalition, and therefore have a great historical and legal significance, and could be compared with the decisions of the London Conference on Albania.
