The Assembly of Albania Republic, on March 2nd, 1997, approved the emergency law no. 8194 “On state of emergency, in cases of violation of the constitutional and public order”, which was published in the Official Journal No. 2. In the same number of the Official Journal, it was published the Council of Ministers decision no. 297 dated on 02.03.1997 “On declaration of emergency rule in Albania”. For 5 months, Albania experienced the atmosphere of war and state of emergency was abolished only at the end of August 1997 with the law No. 8225, which was published in the Official Journal No. 11 of that year.
