On February 13th, 1921, the leaders of the Orthodox bourgeoisie in Korça, Koço Kota and Thoma Orollogaj, sent a memorandum to the government in Tirana, requesting to create in the south of the country a special administration, with parliament and the legislation of its own that it centered in Korca. In this time the Catholic bourgeoisie of Shkodra threw the slogan of the cantonization of Albania and of the creation of a Catholic canton centered in Shkodra. The Government of Iliaz Vrioni rejected these demands and took legal actions against those who planted the seeds of dissension among the people.
