In the law dated on December 11th, 1926 was legalized the correspondence between the Minister of Albania in Rome, Xhemil Dino and the President of the Italian Government and Minister of Foreign Affairs, Benito Mussolini, on the Albanian-Italian Treaty. According to this correspondence Albania had no right to have a bilateral or multilateral deal, or to enter into alliance with one or more states, without the consent of Italy. As it should be the treaty text, was registered in the League of Nations, while the correspondence between Dino and Mussolini, remained secret and was published after 11 years in May 1937.
