On December 5th, 1920, was announced the first law on the election of deputies in the National Council. According to this law the election were made with indirect vote. For every 500 people, was elected one second voter and for 12 thousand was elected one deputy. Based on this law in the beginning of 1921, the first elections were held for 75 deputies in the Albanian parliament.
