The representatives of the Italian Government, on August 20, 1919, signed the agreement with the delegation of the Government of Durres, represented by the ministers Mufti Bej Libohova and Fejzi Alizoti. Under this agreement, the administration of the Government of Durres would extend to the entire territory of Albania occupied by Italians, with the exception of Vlora and its district.
