By the decision of 24 July 1878, the South Albanian League asked the Ottoman government, the unification of Albanian lands, into a single vilayet and the recognition of Albanian nationality. The League decided to create a special army, as well as a militia to defend Albanian lands, from Gregor’s efforts to conquer them.
