According to the decision of the Council of Ministers dated April 21st, 1939, the Italian Fascist Party leader, Benito Mussolini, was declared the first honorary citizen of Albania. With another decision of the collaborationist government of the same date, the fascist Foreign Minister Count Ciano, was declared honorary citizen of Tirana. On April 21st, 1939, the main streets of our capital city was baptized with the names of the leaders of Rome, so the boulevard “Zogu,” was named “Vittorio Emanuele III”; the street “Mbretëresha Geraldine” was named “Galeazzo Ciano,” the square “Tirana re ” was baptized square “Savoy “, etc.
