The Bucharest Executive Committee on March 10th, 1902 sent a memorandum to the ambassadors of Germany, England, Austria-Hungary, France, Italy and Russia, in Istanbul with the request to support the issue of the administrative autonomy of Albania. The memorandum was drafted in French and published in “Albania” newspaper, with the note that it was seized by the Turkish authorities in Thessaloniki mail.
