With the announced order by the Italian command of the occupation, on January 22nd, 1919 the entire territory of Albania was declared a war zone. Also, other occupying powers acted in the same way. By violating the neutrality proclaimed by the great powers, they invaded the newborn state, turning into a battlefield of the diplomatic bargaining.
