In the “Rajhshtadi Agreement”, completed between Austria and Russia, on July 8, 1876, for the first time the Albanian issue is reflected internationally. It is about an autonomous Albania that can be created alongside Buligaría and Rumelia. This is a sign that the Albanian issue, after several centuries of captivity, has attracted the attention of European diplomacy and is being thrown at the green table of international talks. Two years later, on this date, the Albanian issue was included in the Berlin Congress, which constituted the first major effort of the Great Powers of the time, to break up Albania.
