King Zog I, decreed on May 3rd, 1930, the Law on Agrarian Reform. With it was announced the moratorium or expiration of the deadline for payment of debts so far received by the villagers as well as the decree for the establishment of the “State Bank of Albania”. The purpose was to introduce new capitalist relations in the village. But the agrarian reform was implemented only, to an insignificant extent in the agricultural area. This reform affected 8110 hectares of land, of which 3412 were taken from state landfills and 4698 hectares of private landfills. These lands were given to 1888 families from Kosovo, expelled from their lands. After 1935, agrarian reform was skipped.
