On December 27th, 1923, were concluded the elections for the Constituent Assembly. They were held in a tense and terror situation. The government implemented the Turkish law, of June 1909 which was enacted to combat the Albanian national movement. The second electors of the deputy prefecture of Puka, were arrested and locked up in prison in Shkodra; the patriots as: Dedë Sokoli, Hajdar Tahiri, Adem Ginishti, Haxhi Isuf Kazazi, were killed by agents of King Zog. In the Constituent Assembly were elected 95 peoples of whom the government bloc had 40 seats, while the opposition 35. Other countries had independent deputies which actually supported the government bloc.
