On May 16, 1940, workers were set off to work on the construction of the airport near Berat. They sought to pay extra hours and cut the working hours. The same requests were filed by the strikers who worked on the reclamation of the Durres swamp. In protest, they manifested themselves in the streets of the city and in front of the offices of Italian entrepreneurs.
