In a letter that Pope Inocent III sends to the Abbot of St. Peter of Lingarica on August 16, 1209, he calls Dhimitri of Arber, Arbereshite judge (indicat Albanorum). In other international acts of the time, he is titled “Great Arkad” and “Panhypersevart”, which are the highest titles of the feudal hierarchy. Demetrius was the ruler of Arber’s principality, the first state feudal formation of Albanians in the Middle Ages, documented since the end of the 12th century, with the rule of Progoni and his son Gjin.
