On April 12th, 1939, in Tirana, arrived the fascist Foreign Minister Count Ciano. The same day was gathered the so-called Constitutional Assembly which decided: the collapse of the regime of King Zog, the abrogation of the Basic Statute of the Kingdom of Albania, the establishment of a quisling government and “Personal Union” between Albania and Italy.
