The Organic Statute of Albania, the first fundamental law of state was prepared by the International Control Commission and approved in Vlora, on April 10th, 1914. It contains the fundamental decisions taken by the Conference of Ambassadors in London on July 29th, 1913. The statute proclaimed Albania constitutional principality and inheritance under the guarantee of the great powers, which guarantee the integrity of Albanian land and its neutrality. In the Albanian throne was appointed Prince Wilhelm Wied, who was chairman of the civil and military administration and appointed the Council of Ministers. The legislative organ of the principality was the National Assembly. The official and mandatory language in schools was Albanian. The statute sanctioned the private property, including the manorial property and guarantees the free exercise of economic social and political activity.
