At the end of November 1926 was crushed the anti-Zogu uprising of Dukagjin. Zogu’s forces committed atrocities on the Catholic population. Belgrade took advantage of the uprising, to prevent the approach of Zogu with Rome. Exactly at that time talks were holding the negotiations for the completion of the Italian-Albanian pact. From their part the Italian fascists used the economic rebellion of highlanders, to intimidate Zogu with the Yugoslav risk and speed up the signing of the slavery pact.
