The cabinet headed by Shefqet Verlaci, on May 27, 1924, resigned and the new government was formed, led by Iljaz Vrioni. The prime minister also held the cabinet of the foreign minister. In the new cabinet, Justice Minister Benedict Blinishti, Interior Minister Abdurrahman Dibra, World Affairs Minister Fahri Gerani and Minister of War Mustafa Arianitasi.
