The Venetian Senate, assembled on August 16, 1466, considered the reconstruction and fortification of Elbasan by Turks “as a dangerous and harmful thing” for the areas occupied by him in Albania. Elbasan, according to the Senate, is located near the conquered lands, in a rich raw material area, which through Shkumbin allowed Turkish forces to emerge on the Adriatic. Therefore, the Senate instructed its rulers in Shkodra and Albania to come into contact with Skenderbeg and to urge him to attack Elbasan and, once the Turks are concerned, the reconstructed and fortified city will collapse.
