15 September 1621, The Albanian patriot cleric and ancient writer, Pjetër Budi, in the letter he sent to Cardinal Gacadini, on 15th September 1621, describes the difficult situation of Albanian under Ottoman occupation, and stressed their willingness despite of the religious affiliation, for the liberation war and defines the anti-ottoman areas, setting out a real fighter plan for the liberation of the country.
