On March 13th, 1912, was completed the Bulgarian-Serbian agreement, that separated Albania giving access to Serbia to Adriatic. It contained a secret annex, according to which Bulgaria knew to Serbia the right over the territory in north and in west of Shari mountains, while Serbia knew right to Bulgaria over the territory to the east of Rhodope and the Struma River. The territory that included Dibra, Kërçova, Gostivar, Tetovo, Kumanovo and Skopje, was considered as controversial area and as an arbitrator to resolve this issue was appointed the Tsar of Russia.
