On August 11, 1899, the Executive Committee, operating in Bucharest, sent a memorandum to the Turkish Government and European Union governments asking for the creation of an autonomous Albanian vilayet. The memorandum was signed by Mehmet Bey Frashëri and committee members Ibrahim Temo, Dervish Hima, Pandeli Evangjeli, etc.
